How to format the not used OS partition?

I have two operating systems on two different partitions, & I want to format the not used partition.

When I right-click on it to choose format, the formatting process doesn't complete & a message appears saying (windows was unable to complete the format).

So I need to know another way to format this partition

Note: I use windows xp sp2, & i use partition (D) & i want to format the (C)

& i don't know how to do that through command line, if it possible i will be so grateful
