Type App Name To Launch/Activate in Win 8.1?

Early versions of Windows 8 had this amazingly useful feature:

  1. Hit the Windows Key
  2. Type the first few letters of an application name
  3. Hit Enter to activate it (make it frontmost)

If the application was not already running, it would launch it. This still happens, even in Windows 8.1.

But if the application was already running, it would still be brought to the front.

This is broken in Windows 8.1

(It was also broken in later versions of Windows 8.)

Has anyone found a fix for this? So that the application is always brought frontmost, whether or not it is already running?
