CUPS - Configuring default printer options

I'm using a CUPS printer and trying to set the default options for the printer using /etc/cups/ppd and /etc/cups/printers.conf but I don't see a complete list of available options. Currently I'm trying
Option page-top 2
Option page-bottom 2
Option scaling 95

My end goal is getting the printer to stop cutting off the top and bottom page content.
I would like to automatically scale the content to fit on the page size being used (default "letter") if possible and if not, resume printing on another page without removing any of the content.
