  • MDM for Tax Authorities

    In last week’s MDM blog, we discussed MDM in the Public Sector. I want to continue that thread. After all, no industry faces tougher data quality problems than governmental organizations, and few industries suffer more significant down side consequences to poor operations than local, state and federal governments. One key challenge area is taxation. Tax Authorities face a multitude of IT challenges. Firstly, the data used in tax calculations is increasing in volume and complexity. They must improve service by introducing multi-channel contact centers and self-service capabilities. Security concerns necessitate increasingly sophisticated data protection procedures. And cost constraints are driving Tax Authorities to rely on off-the-shelf software for many of their functional areas. Compounding these issues is the fact that the IT architectures in operation at most revenue and collections agencies are very complex. They typically include multiple, disparate operational and analytical systems across which the sum total of data about individual constituents is fragmented. To make matters more complicated, taxation is not carried out by a single jurisdiction, and often sources of income including employers, investments and other sources of taxable income and deductions must also be tracked and shared among tax authorities. Collectively, these systems are involved in tax assessment and collections, risk analysis, scoring, tracking, auditing and investigation case management. The Problem of Constituent Data Management The infrastructure described above makes it very difficult to create a consolidated representation of a given party. Differing formats and data models mean that a constituent may be represented in one way in one system and in a different way in another. Individual records are frequently inaccurate, incomplete, out of date and/or inconsistent with other records relating to the same constituent. When constituent data must be aggregated and scored, information within each system must be rationalized and normalized so the agency can produce a constituent information file (CIF) that provides a single source of truth about that party. If information about that constituent changes, each system in turn must be updated. There have been many attempts to solve this problem with technology: from consolidating transactional systems to conducting manual systems integration projects and superimposing layers of business intelligence and analytics. All these approaches can be successful in solving a portion of the problem at a specific point in time, but without an enterprise perspective, anything gained is quickly lost again. Oracle Constituent Data Mastering for Tax Authorities: A Single View of the Constituent Oracle has a flexible and long-term solution to the problem of securely integrating and managing constituent data. The Oracle Solution for mastering Constituent Data for Tax Authorities is based on two core product offerings: Oracle Customer Hub and – optionally – Oracle Application Integration Architecture (AIA). Customer Hub is a master data management (MDM) product that centralizes, de-duplicates, and enriches constituent data. It unifies fragmented information without disrupting existing business processes or IT investments. Role based data access and privacy rules guarantee maximum security and privacy. Data is continuously and automatically synchronized with all source systems. With the Oracle Customer Hub managing the master constituent identity, every department can capture transaction activity against the same record, improving reporting accuracy, employee productivity, reliability of constituent analytics, and day-to-day constituent relationships. Oracle Application Integration Architecture provides a collection of core pre-built processes to support out of the box Master Data Governance across Oracle Customer Hub, Siebel CRM, and Oracle E-Business Suite. It also provides a framework to enable MDM integrations with other Oracle and non-Oracle applications. Oracle AIA removes some of the key inhibitors to implementing a service-oriented architecture (SOA) by providing a pre-built SOA-based middleware foundation as well as industry-optimized service oriented applications, all built around a SOA governance model that encourages effective design and reuse.     I am involved on a project to talk to communities about the risks of posting online content is social networks. But this time I was really impressed how far security concerns can go. This video from CBS news talks about security risks related to corporate fax/printers and scanners. It was very clear that when they got the machines they selected the machines by previous owner and they were not random machines, but still, I will never scan from my company machine again.   • What Counts For A DBA: Foresight

    Of all the valuable attributes of a DBA covered so far in this series, ranging from passion to humility to practicality, perhaps one of the most important attributes may turn out to be the most seemingly-nebulous: foresight. According to Free Dictionary foresight is the "perception of the significance and nature of events before they have occurred". Foresight does not come naturally to most people, as the parent of any teenager will attest. No matter how clearly you see their problems coming they won't listen, and have to fail before eventually (hopefully) learning for themselves. Having graduated from the school of hard knocks, the DBA, the naive teenager no longer, acquires the ability to foretell how events will unfold in response to certain actions or attitudes with the unerring accuracy of a doom-laden prophet. Like Simba in the Lion King, after a few blows to the head, we foretell that a sore head that will be the inevitable consequence of a swing of Rafiki's stick, and we take evasive action. However, foresight is about more than simply learning when to duck. It's about taking the time to understand and prevent the habits that caused the stick to swing in the first place. And based on this definition, I often think there is a lot less foresight on display in my industry than there ought to be. Most DBAs reading this blog will spot a line such as the following in a piece of "working" code, understand immediately why it is less than optimimum, and take evasive action. …WHERE CAST (columnName as int) = 1 However, the programmers who regularly write this sort of code clearly lack that foresight, and this and numerous other examples of similarly-malodorous code prevail throughout our industry (and provide premium-grade fertilizer for the healthy growth of many a consultant's bank account). Sometimes, perhaps harried by impatient managers and painfully tight deadlines, everyone makes mistakes. Yes, I too occasionally write code that "works", but basically stinks. When the problems manifest, it is sometimes accompanied by a sense of grim recognition that somewhere in me existed the foresight to know that that approach would lead to this problem. However, in the headlong rush, warning signs got overlooked, lessons learned previously, which could supply the foresight to the current project, were lost and not applied.   Of course, the problem often is a simple lack of skills, training and knowledge in the relevant technology and/or business space; programmers and DBAs forced to do their best in the face of inadequate training, or to apply their skills in areas where they lack experience. However, often the problem goes deeper than this; I detect in some DBAs and programmers a certain laziness of attitude.   They veer from one project to the next, going with "whatever works", unwilling or unable to take the time to understand where their actions are leading them. Of course, the whole "Agile" mindset is often interpreted to favor flexibility and rapid production over aiming to get things right the first time. The faster you try to travel in the dark, frequently changing direction, the more important it is to have someone who has the foresight to know at least roughly where you are heading. This is doubly true for the data tier which, no matter how you try to deny it, simply cannot be "redone" every month as you learn aspects of the world you are trying to model that, with a little bit of foresight, you would have seen coming.   Sometimes, when as a DBA you can glance briefly at 200 lines of working SQL code and know instinctively why it will cause problems, foresight can feel like magic, but it isn't; it's more like muscle memory. It is acquired as the consequence of good experience, useful communication with those around you, and a willingness to learn continually, through continued education as well as from failure. Foresight can be deployed only by finding time to understand how the lessons learned from other DBAs, and other projects, can help steer the current project in the right direction.   C.S. Lewis once said "The future is something which everyone reaches at the rate of sixty minutes an hour, whatever he does, whoever he is." It cannot be avoided; the quality of what you build now is going to affect you, and others, at some point in the future. Take the time to acquire foresight; it is a love letter to your future self, to say you cared.

  • Reviewing Orace ADF Enterprise Application Development Made Simple Book

    Although I was a technical reviewer of Oracle ADF Enterprise Application Development-Made Simple (by Sten Vesterli) it is nice to get the finished article in your hands as a real tangible book. Personally, on a sun lounger with a Dan Brown book I can read 300 pages a day, but technical books are a different beast and I find it hard to get through them with the same vigour.  However, I'm up to chapter 7 in Sten's book and so far it's holding my interest.  He writes in an almost conversational tone and I really like the comparisons to "real world" concepts - like page templates being like gingerbread cookie cutters.  Personally I like to be able to compare or size up a new concept against something I already know. I'll post a full review next week but the good news is 212 pages in and I'm still reading!

    I am a starting concept artist who would like to enter the gaming industry. I noticed that some AAA titles show their concept art with no artists signature (only a reference to game the game, such as for Star Wars The Old Republic: 2013 ALL RIGHTS RESERVED BioWare, LucasArts). I asked myself a question, what possible harm could my autograph cause on the public concept art if I am not a well known concept artist such as Adam Adamowicz (who did concepts for Skyrim). Why would a prospective boss tells me not to leave my "finger print" on the picture despite, the fact that I am a very talented artist?

    In Cnet today I saw something interesting: According to Sony, it plans to release PlayStation 3 firmware version 3.21 on Thursday to achieve one goal: eliminate the "Other OS" option currently available in all pre-Slim models of the video game console. The feature allowed PS3 owners to install an operating system--in almost every case, Linux--onto the PlayStation 3.   • Is it customary for software companies to forbid code authors from taking credit for their work? do code authors have a say?

    The company I work for has decided that the source code for a set of tools they make available to customers is also going to be made available to those customers. Since I am the author of that source code, and since many source code files have my name written in them as part of class declaration documentation comments, I've been asked to remove author information from the source code files, even though the license headers at the beginning of each source file make it clear that the company is the owner of the code. Since I'm relatively new to this industry I was wondering whether it's considered typical for companies that decide to make their source code available to third parties to not allow the code authors to take some amount of credit for their work, even when it's clear that the code author is not the owner of the code. Am I right in assuming that I don't have a say on the matter?

  • I prefer C/C++ over Unity and other tools: is it such a big downer for a game developper ?

    We have a big game project on Unity at school on which we are 12 to work on. My teacher seems to be convinced it's an important tool to teach students, since it makes students look from the high level to the lower level. I can understand his view, and I'm wondering: Is unity such an important engine in game developping companies ? Are there a lot of companies using it because they can't afford to use something else ? He is talking like Unity is a big player in game making, but I only see it fit small indie game companies who want to do a game as fast as possible. Do you think Unity is that much important in the industry ? Does it endangers the value of C++ skills ? It's not that I don't like Unity, it's just that I don't learn nothing with it, I prefer to achieve little steps with Ogre or SFML instead. Also, we also have C++ practice exercises, but those are just practice with theory, nothing much.

  • The Virtues and Challenges of Implementing Basel III: What Every CFO and CRO Needs To Know

    The Basel Committee on Banking Supervision (BCBS) is a group tasked with providing thought-leadership to the global banking industry.  Over the years, the BCBS has released volumes of guidance in an effort to promote stability within the financial sector.  By effectively communicating best-practices, the Basel Committee has influenced financial regulations worldwide.  Basel regulations are intended to help banks: More easily absorb shocks due to various forms of financial-economic stress Improve risk management and governance Enhance regulatory reporting and transparency In June 2011, the BCBS released Basel III: A global regulatory framework for more resilient banks and banking systems.  This new set of regulations included many enhancements to previous rules and will have both short and long term impacts on the banking industry.  Some of the key features of Basel III include: A stronger capital base More stringent capital standards and higher capital requirements Introduction of capital buffers  Additional risk coverage Enhanced quantification of counterparty credit risk Credit valuation adjustments  Wrong  way risk  Asset Value Correlation Multiplier for large financial institutions Liquidity management and monitoring Introduction of leverage ratio Even more rigorous data requirements To implement these features banks need to embark on a journey replete with challenges. These can be categorized into three key areas: Data, Models and Compliance. Data Challenges Data quality - All standard dimensions of Data Quality (DQ) have to be demonstrated.  Manual approaches are now considered too cumbersome and automation has become the norm. Data lineage - Data lineage has to be documented and demonstrated.  The PPT / Excel approach to documentation is being replaced by metadata tools.  Data lineage has become dynamic due to a variety of factors, making static documentation out-dated quickly.  Data dictionaries - A strong and clean business glossary is needed with proper identification of business owners for the data.  Data integrity - A strong, scalable architecture with work flow tools helps demonstrate data integrity.  Manual touch points have to be minimized.   Data relevance/coverage - Data must be relevant to all portfolios and storage devices must allow for sufficient data retention.  Coverage of both on and off balance sheet exposures is critical.   Model Challenges Model development - Requires highly trained resources with both quantitative and subject matter expertise. Model validation - All Basel models need to be validated. This requires additional resources with skills that may not be readily available in the marketplace.  Model documentation - All models need to be adequately documented.  Creation of document templates and model development processes/procedures is key. Risk and finance integration - This integration is necessary for Basel as the Allowance for Loan and Lease Losses (ALLL) is calculated by Finance, yet Expected Loss (EL) is calculated by Risk Management – and they need to somehow be equal.  This is tricky at best from an implementation perspective.  Compliance Challenges Rules interpretation - Some Basel III requirements leave room for interpretation.  A misinterpretation of regulations can lead to delays in Basel compliance and undesired reprimands from supervisory authorities. Gap identification and remediation - Internal identification and remediation of gaps ensures smoother Basel compliance and audit processes.  However business lines are challenged by the competing priorities which arise from regulatory compliance and business as usual work.  Qualification readiness - Providing internal and external auditors with robust evidence of a thorough examination of the readiness to proceed to parallel run and Basel qualification  In light of new regulations like Basel III and local variations such as the Dodd Frank Act (DFA) and Comprehensive Capital Analysis and Review (CCAR) in the US, banks are now forced to ask themselves many difficult questions.  For example, executives must consider: How will Basel III play into their Risk Appetite? How will they create project plans for Basel III when they haven’t yet finished implementing Basel II? How will new regulations impact capital structure including profitability and capital distributions to shareholders? After all, new regulations often lead to diminished profitability as well as an assortment of implementation problems as we discussed earlier in this note.  However, by requiring banks to focus on premium growth, regulators increase the potential for long-term profitability and sustainability.  And a more stable banking system: Increases consumer confidence which in turn supports banking activity  Ensures that adequate funding is available for individuals and companies Puts regulators at ease, allowing bankers to focus on banking Stability is intended to bring long-term profitability to banks.  Therefore, it is important that every banking institution takes the steps necessary to properly manage, monitor and disclose its risks.  This can be done with the assistance and oversight of an independent regulatory authority.  A spectrum of banks exist today wherein some continue to debate and negotiate with regulators over the implementation of new requirements, while others are simply choosing to embrace them for the benefits I highlighted above. I'm working on more screencasts like that, from different angles. For example, one will methodically explain each and every window in NetBeans IDE; another will step through the creation of an application from conception to deployment; while another will focus on the NetBeans IDE extension points and how easily they can be used to add new features to NetBeans IDE. The screencast approach has, I think, a lot of advantages. They take less time to make and they seem to be more effective, in several ways, than tutorials. Hearing someone talk through a scenario seems to also put things in a clearer perspective than when you have everything written out in a document, where small details get lost and diversions are more difficult to make.   • Organizing code for iOS app development

    I've been developing an app for the iOS platform, and as I've been going along, I've noticed that I've done a terrible job of keeping my files (.h, .m, .mm) organized. Is there any industry standards or best practices when it comes to organizing files for an iOS project? My files include custom classes (beside the view controllers), customized View Controllers, third-party content, code that works only on iOS 5.0+ and code that works on previous versions. When viewing an Instagram photo or video through the web interface, you can get embed snippet by clicking on the new “share” button . Here is a screen grab of new share button You can tweak the embed script to adjust height and width of the image but there are no options to remove link back to the Instagram website. Thanks to Instagram for making it so easy to embed beautiful pictures on internet.

  • Craftsmanship Tour Day 0: New York

    Arriving at JFK, at dawn, is beautiful. From above 1,000ft I can see no crime, poverty or ugliness – just the dark orange sunrise-through-smog. The Atlantic appears calm, and I take that as a good sign. Today is the first day of my software craftsmanship tour. I will be visiting three of the shining lights of the software industry over five days, exchanging ideas and learning. Arriving on the red eye from Seattle I feel like hell. My lips, not used to the dry air, are cracked and bleeding. I get changed in the JFK restroom and make my way from the airport. Following Rik’s directions I take the airtrain to Jamaica. Rik is an engineering manager at Didit in Long Island, the first stop on my tour. From Jamaica I take the Long Island Rail Road train to Rockville Centre, home of Didit.
