• JCP Open EC Meeting on 30 September 2012

  The JCP program office and Executive Committee invites all Java Community members to attend the OPEN EC Meeting on Sunday, 30 September at the Clift Hotel in San Francisco.  The meeting is adjacent to The Zone at JavaOne, but no JavaOne (or any other kind) of pass is required to attend.  It is OPEN to all!  Agenda topics include: JCP.Next status/overview of JSRs 355 and 358, improving communications between the EC and the community; Open Q&A and reminders of JCP events at JavaOne & Annual awards.  Any other suggestions?  This meeting is for you.  Let us know your questions pmo at jcp.org. • Devoxx UK JCP & Adopt-a-JSR activities

• The JCP Celebrates 15 Years in 2014

  The JCP Program is celebrating fifteen years of collaborative work from companies, academics, individual developers and not-for-profits from all over the world who have come together to develop Java technology through the JCP.  In June, we held a party at the Computer History Museum in Mountain View, California in conjunction with the Silicon Valley Java User Group (SVJUG). • JSR 355 Final Release, and moves JCP to version 2.9

  JSR 355, JCP EC Merge, passed the JCP EC Final Approval Ballot on 13 August 2012, with 14 Yes votes, 1 abstain (1 member did not vote) on the SE/EE EC, and 12 yes votes (2 members were not eligible to vote) on the ME EC.  JSR 355 posted a Final Release this week, moving the JCP program version to JCP 2.9.  The transition to a merged EC will happen after the 2012 EC Elections, as defined in the Appendix B of the JCP (pasted below), and the EC will operate under the new EC Standing Rules. In the previous version (2.8) of this Process Document there were two separate Executive Committees, one for Java ME and one for Java SE and Java EE combined. The single Executive Committee described in this version of the Process Document will be implemented through the following process: The 2012 annual elections will be held as defined in JCP 2.8, but candidates will be informed that if they are elected their term will be for only a single year, since all candidates must stand for re-election in 2013. Immediately after the 2012 election the two ECs will be merged. Oracle and IBM's second seats will be eliminated, resulting in a single EC with 30 members. All subsequent JSR ballots (even for in-progress JSRs) will then be voted on by the merged EC. For the 2013 annual elections three Ratified and two Elected Seats will be eliminated, thereby reducing the EC to 25 members. All 25 seats will be up for re-election in 2013. Members elected in 2013 will be ranked to determine whether their initial term will be one or two years. The 50% of Ratified and 50% of Elected members who receive the most votes will serve an initial two-year term, while all others will serve an initial one year term. All members elected in 2014 and subsequently will serve a two-year term. For clarity, note that the provisions specified in this version of the Process Document regarding a merged EC will apply to subsequent ballots on all existing JSRs, whether or not the Spec Leads of those JSRs chose to adopt this version of the Process Document in its entirety. <end of Appendix> Also of note:  the materials and minutes from the July EC meeting and the June EC Meeting are now available--following the July EC Meeting, Samsung and SK Telecom lost their EC seats. The June EC meeting also had a public portion--the audio from the public portion of the EC meeting are now posted online.  For Spec Leads there is also the recording of the EG Nominations call.

• JCP.Next Progress Updates

  JSR 355, JCP Executive Committee Merge, is currently nearing the end of the Public Review period.  Review the current draft here and provide feedback here.  The review closes on 12 June 2012.  The JCP Executive Committee met face to face in Sao Paulo, Brazil earlier in May, and has published a revision (version 2.1) of the EC Standing Rules.  The EC Standing Rules were introduced in October 2011 with the launch of JCP version 2.8 (JSR 348).  Version 2.1 of the EC Standing Rules will modify rules for attendance at EC face-to-face meetings. Remote observers will be permitted in "read-only" mode but unless a member attends in person they will be counted as absent.  The review period for these changes will close on June 30 2012.  Please comment on the proposed changes by logging an issue in the JCP EC issue tracker.

• Java ME JSRs approved by the JCP EC

  The two new Java ME related JSRs were submitted to the JCP earlier in October have been approved by the Executive Committee (EC) to continue development in the JCP program.  These JSRs are now open for Expert Group nominations. All registered JCP.org users can nominate themselves to serve on the JSR Expert Group, but you must become a JCP Member to be approved to serve on a JSR Expert Group. JSR 360, Connected Limited Device Configuration (CLDC) 8, was approved by the EC with 11 yes votes (AT&T was not eligible to vote).  You can also follow this project on their java.net project. JSR 361, Java ME Embedded Profile, was also approved by the EC with 11 yes votes (AT&T was not eligible to vote).  You can also follow this project on their java.net project. 11 yes votes

• JCP.Next.3 working group meetings have begun

  As mentioned in the blog earlier this week, the third JSR in the JCP.Next effort, JSR 358, A major revision of the Java Community Process, was approved by the JCP EC to continue development earlier this year.  This JSR will modify the Java Specification Participation Agreement (JSPA) as well as the Process Document, and will tackle a large number of complex issues, many of them postponed from JSR 348. For these reasons, the JCP EC (acting as the Expert Group for this JSR), expects to spend a considerable amount of time working on this JSR. The JSPA is defined by the JCP as "a one-year, renewable agreement between the Member and Oracle. The success of the Java community depends upon an open and transparent JCP program. The first EG working meetings have started and  meeting materials and minutes are available on their Java.net project. Last week an IP Working Group commenced and their meeting minutes and materials will also be available in this location; they anticipate meeting on a weekly basis moving forward.  Also see the JSR 358 issue tracker on java.net.  Right now there are 45 issues being discussed.  Join the JSR 358 java.net project to keep up to date on the latest developments.

• JCP 2012 Public EC Meeting Schedule - Call for Agenda Items

  The JCP.org calendar has been updated to include Public EC Meeting Teleconferences, as required by JCP Program version 2.8 (as defined in JSR 348)--dates are Tuesday, 26 June and Tuesday, 20 November.  The second hour of these JCP EC Teleconferences will be open to the public.  There will also be a Public EC Meeting during the JavaOne Conference in San Francisco CA this October, exact day and time tbd. • JSR 348, 355, and 358: Moving JCP Forward

  The three-step JCP evolution consists of the following JSRs: • JSR 348, JCP transparency • JSR 355, Merging the two existing Executive Committees • JSR 358, complex issues moved postponed from JSR 348 The JSR 348 is already completed and JSR 355 is scheduled to be complete later this year. JSR 358 was recently filed and plans to revise several items such as modify the JSPA, Process Document, and a large number of complex issues. Because of the nature and scope of work, the Expert Group consists of representatives from all companies in the Executive Committee. The JSR review ballot ends on Jul 9th however the work has already happening for the past few months. Now is your chance to contribute and make JCP more effective!

• JCP activities at Devoxx 2013!

  Devoxx 2013 has officially started! Looking forward to catching up with Java community member friends--old and new this week. Tuesday (today) the Hackergarten has returned to Devoxx!  There are Java EE 7 tables and Java SE 8 Lambda tables.  Kudos to Andres Almirey for organizing the event and to Arun Gupta and Stuart Marks for leading the activities -- awesome Adopt-a-JSR participation in action! • Oracle Response to Apache Departure from JCP

  Last month Oracle renominated Apache to the Java Executive Committee because we valued their active participation and perspective on Java. Earlier this week, by an overwhelming majority, the Java Executive Committee voted to move Java forward by formally initiating work on both Java SE 7 and SE 8 based on their technical merits. Apache voted against initiating technical committee work on both SE 7 and SE 8, effectively voting against moving Java forward. Now, despite supporting the technical direction, Apache have announced that they are quitting the Executive Committee. Oracle has a responsibility to move Java forward and to maintain the uniformity of the Java standard for the millions of Java developers and the majority of Executive Committee members agree. We encourage Apache to reconsider its position and remain a part of the process to move Java forward. ASF and many open source projects within it are an important part of the overall Java ecosystem.   The JCP elections for the JCP Executive Committee (EC) have started today. The ratified candidates are:  Cinterion, Credit Suisse, Fujitsu and HP.The elected candidates are (9 candidates, 2 open seats):  Cisco Systems, CloudBees, Giuseppe Dell'Abate, Liferay, London Java Community, MoroccoJUG, North Sixty-One, Software AG, and Zero Turnaround. For community representation, the London Java Community is running for re-election. They have helped with JUGs participation on the JCP, and they need community votes to stay there doing great work! Also, the Morroco JUG is running for election for the first time.  Learn more about the JCP Elections, read the JCP Program Office blog "2012 EC Election Ballot open; Meet the Candidates Call Tomorrow." • 2012 JCP Awards

  Nominations are now open for the 2012 JCP Awards. Submit nominations to PMO at JCP dot ORG or use this form.  The Java Community Process (JCP) program celebrates success. Members of the community nominate worthy participants, Spec Leads, and Java Specification Requests (JSRs) in order to cheer on the hard work and creativity that produces ground-breaking results for the community and industry in the Java Standard Edition (SE), Java Enterprise Edition (EE), or Java Micro Edition (ME) platforms. The community gets together every year at the JavaOne conference to applaud in person the winners of three awards: JCP Member/Participant of the Year, Outstanding Spec Lead, and Most Significant JSR. This year’s unveiling will occur Tuesday evening, 2 October, at the Annual JCP Community Party held in San Francisco during JavaOne. Nominations close on 16 July 2012. • JCP Survey!

  The London Java Community (LJC), which is an Executive Committee member of the Java Community Process (JCP), is asking Java developers to participate in a JCP survey titled "What should the JCP be doing?"  The JCP is the mechanism that decides on future standards related to Java technology. Those standards give users like you a choice of technologies to develop with and more independence from vendor solutions.   The JCP cares about community feedback and has successfully encouraged community participation using transparent tracking processes. • JCP.next.3: time to get to work

  As I've previously reported in this blog, we planned three JSRs to improve the JCP’s processes and to meet our members’ expectations for change. The first - JCP.next.1, or more formally JSR 348: Towards a new version of the Java Community Process - was completed in October 2011. This focused on a small number of simple but important changes to make our process more transparent and to enable broader participation. We're already seeing the benefits of these changes as new and existing JSRs adopt the new requirements. However, because we wanted to complete this JSR quickly we deliberately postponed a number of more complex items, including everything that would require modifying the JSPA (the legal agreement that members sign when they join the organization) to a follow-on JSR. The second JSR (JSR 355: JCP Executive Committee Merge) is in progress now and will complete later this year. This JSR is even simpler than the first, and is focused solely on merging the two Executive Committees into one for greater efficiency and to encourage synergies between the Java ME and Java SE platforms. Continuing the momentum to move Java and the JCP forward we have just filed the third JSR (JCP.next.3) as JSR 358: A major revision of the Java Community Process. This JSR will modify the JSPA as well as the Process Document, and will tackle a large number of complex issues, many of them postponed from JSR 348. For these reasons we expect to spend a considerable amount of time working on it - at least a year, and probably more. The current version of the JSPA was created back in 2002, although some minor changes were introduced in 2005. Since then the organization and the environment in which we operate have changed significantly, and it is now time to revise our processes to ensure that they meet our current needs. We have a long list of topics to be considered, including the role of independent implementations (those not derived from the Reference Implementation), licensing and open source, ensuring that our new transparency requirements are implemented correctly, compatibility policy and TCKs, the role of individual members, patent policy, and IP flow. The Expert Group for JSR 358, as with all process-change JSRs, consists of all members of the Executive Committees. Even though the JSR has just been filed we started discussions on the various topics several months ago (see the EC's meeting minutes for details) and our EC members - including the new members who joined within the last year or two - are actively engaged. Now it's your opportunity to get involved. As required by version 2.8 of our Process (introduced with JSR 348) we will conduct all our business in the open. We have a public java.net project where you can follow and participate in our work. All of our deliberations will be copied to a public Observer mailing list, we'll track our issues on a public Issue Tracker, and all our documents (meeting agendas and minutes, task lists, working drafts) will be published in our Document Archive.
