VPS Hosting Transfer Speed Question

Hi. I bought a VPS hosting(Bandwidth 500G) at US, and i connect it from China. How to improve the transfer speed when I connected my VPS hosting using WinSCP tool. I found the speed is very slow, just several huandard B/s some time.

What's the meaning of Bandwidth 500G? It means the traffict limited? thank you.
