How do i prevent a software from starting in Windows startup when you cannot boot in to windows?

I installed a software recently but it has gone mad now and i cannot boot into Windows. How do i remove that application from Windows?? Safe Mode and Safe Mode with command prompt is not working :( Any other method without reinstalling the OS?? Thanx a lot in advance :)
