internet connection problem related to a recurring registry error

I have a Windows XP desktop system connected to the Internet via ethernet LAN. Initially, none of my browsers were connecting to the Internet, but I was able to update my antivirus software and all of my connection settings were perfect.

I was able to solve the problem by running WinSock XP, which apparently fixes connection problems that have been caused by registry issues.

My problem now is that every time I shut down the machine, the problem comes back (Internet browsers won't connect).

Does anyone have any ideas/suggestions on this?
