NTFS Permissions-Special Permissions not working

I am using Windows 2008 R2 Server having a CENTRAL SHARED FOLDER (CENTRALSTORAGE). We are trying to give Domain Users in the Network access as like User1-\CentralStorage\IT\User1 and User2-\CentralStorage\IT\User2. But it is not working when i try to login to that user in Windows XP system which is already a registered computer of domain.

Will someone help me in guiding how to declare permissions like \CentralStorage\IT - this is a Main Directory and should be accessed to VIEW folder sub-directories but not to DELETE/RENAME this folder. \CentralStorage\IT\User1 - Full Control to the User1 to ADD SUB-FOLDERS AND FILES. But not to delete/rename this folder name.

I gave access using Special Permissions but it is showing as Access Denied when i logon and try to access. Kindly provide me a solution for the same.
