Add Keyboard - Chinese (Simplified) - Microsoft Pinyin New Experience Input

I would like to add Chinese (Simplified) - Microsoft Pinyin New Experience Input from command line.

I tried the following command:

reg add "HKCU\Keyboard Layout\Preload" /v 3 /d 00000804

except that the keyboard defaults to Chinese Simplified - US keyboard.

Does anyone know how if there is any other registry key I need to change in order to get the New Experience Input to show up in the Language Bar?
