How can I estimate cost of creating tile-set similar to HoM&M 2?

How to estimate cost of creating tile-set similar to HoM&M 2?

I'm mostly interested in the tile-set graphics only, no animation needed, the big images of town and creatures can be done as quick and dirty pensil sketches. The quality of tiles and its amount should be roughly the same as in HoM&M 2.

Can You please give a rough estimate how much it will take man-hours and how much will it cost?
