Some problems with the keyboard layout

When I press some keys, sometimes some letters are replaced by others. For example e is replaced with "0we" and c with "x9a". Also other keys are changed. My keyboard layout is actually German. But whenever this problem occurs, it changes to English and I cannot change it back.

Occasionally everything works fine. How do I find out whether the keyboard is damaged or just some settings are not right?
