  • EU Digital Agenda scores 85/100

    If the Digital Agenda was a bottle of wine and I were wine critic Robert Parker, I would say the Digital Agenda has "a great bouquet, many good elements, with astringent, dry and puckering mouth feel that will not please everyone, but still displaying some finesse. A somewhat controlled effort with no surprises and a few noticeable flaws in the delivery. Noticeably shorter aftertaste than advertised by the producers. Score: 85/100. Enjoy now". The EU Digital Agenda states that "standards are vital for interoperability" and has a whole chapter on interoperability and standards. With this strong emphasis, there is hope the EU's outdated standardization system finally is headed for reform. It has been 23 years since the legal framework of standardisation was completed by Council Decision 87/95/EEC8 in the Information and Communications Technology (ICT) sector. Standardization is market driven. For several decades the IT industry has been developing standards and specifications in global open standards development organisations (fora/consortia), many of which have transparency procedures and practices far superior to the European Standards Organizations. The Digital Agenda rightly states: "reflecting the rise and growing importance of ICT standards developed by certain global fora and consortia". Some fora/consortia, of course, are distorted, influenced by single vendors, have poor track record, and need constant vigilance, but they are the minority. Therefore, the recognition needs to be accompanied by eligibility criteria focused on openness. Will the EU reform its ICT standardization by the end of 2010? Possibly, and only if DG Enterprise takes on board that Information and Communications Technologies (ICTs) have driven half of the productivity growth in Europe over the past 15 years, a prominent fact in the EU's excellent Digital Competitiveness report 2010 published on Monday 17 May. It is ok to single out the ICT sector. It simply is the most important sector right now as it fuels growth in all other sectors. Let's not wait for the entire standardization package which may take another few years. Europe does not have time. The Digital Agenda is an umbrella strategy with deliveries from a host of actors across the Commission. For instance, the EU promises to issue "guidance on transparent ex-ante disclosure rules for essential intellectual property rights and licensing terms and conditions in the context of standard setting", by 2011 in the Horisontal Guidelines now out for public consultation by DG COMP and to some extent by DG ENTR's standardization policy reform. This is important. The EU will issue procurement guidance as interoperability frameworks are put into practice. This is a joint responsibility of several DGs, and is likely to suffer coordination problems, controversy and delays. We have seen plenty of the latter already and I have commented on the Commission's own interoperability elsewhere, with mixed luck. :( Yesterday, I watched the cartoonesque Korean western film The Good, the Bad and the Weird. In the movie (and I meant in the movie only), a bandit, a thief, and a bounty hunter, all excellent at whatever they do, fight for a treasure map. Whether that is a good analogy for the situation within the Commission, others are better judges of than I. However, as a movie fanatic, I still await the final shoot-out, and, as in the film, the only certainty is that "life is about chasing and being chased". The missed opportunity (in this case not following up the push from Member States to better define open standards based interoperability) is a casualty of the chaos ensued in the European Wild West (and I mean that in the most endearing sense, and my excuses beforehand to actors who possibly justifiably cannot bear being compared to fictional movie characters). Instead of exposing the ongoing fight, the EU opted for the legalistic use of the term "standards" throughout the document. This is a term that--to the EU-- excludes most standards used by the IT industry world wide. So, while it, for a moment, meant "weapon down", it will not lead to lasting peace. The Digital Agenda calls for the Member States to "Implement commitments on interoperability and standards in the Malmö and Granada Declarations by 2013". This is a far cry from the actual Ministerial Declarations which called upon the Commission to help them with this implementation by recognizing and further defining open standards based interoperability. Unless there is more forthcoming from the Commission, the market's judgement will be: you simply fall short. Generally, I think the EU focus now should be "from policy to practice" and the Digital Agenda does indeed stop short of tackling some highly practical issues. There is need for progress beyond the Digital Agenda. Here are some suggestions that would help Europe re-take global leadership on openness, public sector reform, and economic growth: A strong European software strategy centred around open standards based interoperability by 2011. An ambitious new eCommission strategy for 2011-15 focused on migration to open standards by 2015. Aligning the IT portfolio across the Commission into one Digital Agenda DG by 2012. Focusing all best practice exchange in eGovernment on one social networking site, epractice.eu (full disclosure: I had a role in getting that site up and running) Prioritizing public sector needs in global standardization over European standardization by 2014.

  • CSS Fluid Grid Layout Problem

    I have a max-width em based container for my layout. Within it I have many floated fixed width boxes, at 230px to be exact. At the max-width the container will expand to 90em's. This fit's 6 boxes per line perfectly. As the window sizes down and boxes are bumped to lower rows it leaves an ugly gap with the navigation above. I would like to force the container of the boxes to center them at all times.     Since some reinstalls my Sygate Personal Firewall is beginning to make trouble: It loooves to fully block/extremely delay POST HTTP requests and some random sites in general. It slows everything down, generally Reinstall doesn't work. What could cause the problem? Is there a really leightweight firewall as an alternative out there? Thanks

Other social networks are working fine on both internal pages and homepage. THE CONFIGURATION: I have no share buttons or alike, all I want is to be able to share the link via my profile. The strange thing is that images found for different value of N is different. Sometimes there is no image, sometimes there is 1, 2 or 3 images, but each time there is a different set of images. But, in any case I could not find the image specified in the og:graph! MY QUESTIONS: https://developer.linkedin.com/documents/setting-display-tags-shares is saying one thing, and the personnel on the support forum is saying "over 300" Does anyone know What is the official minimum dimension of the image (both w and h)? Can an image be too large? Should I use the xmlns, should I not use xmlns or it doesn't matter? What are the maximum (and minimum) lengths for og:title and og:description tags?   • I need data structure for effective handling with dates

    What I need is something like Hashtable which I will fill with prices that were actual at desired days. For example: I will put two prices: January 1st: 100USD, March 5th: 89USD. If I search my hashtable for price: hashtable.get(February 14th) I need it to give me back actual price which was entered at Jan. 1st because this is the last actual price. Normal hashtable implementation won't give me back anything, since there is nothing put on that dat. I need to see if there is such implementation which can find quickly object based on range of dates.

  • Auto-Suggest via &lsquo;Trie&rsquo; (Pre-fix Tree)

    Auto-Suggest (Auto-Complete) “thing” has been around for a few years. Here’s my little snippet on the subject. For one of my projects, I had to deal with a non-trivial set of items to be pulled via auto-suggest used by multiple concurrent users. Simple, dumb iteration through a list in local cache or back-end access didn’t quite cut it. Enter a nifty little structure, perfectly suited for storing and matching verbal data: “Trie” (http://tinyurl.com/db56g) also known as a Pre-fix Tree: “Unlike a binary search tree, no node in the tree stores the key associated with that node; instead, its position in the tree defines the key with which it is associated. All the descendants of a node have a common prefix of the string associated with that node, and the root is associated with the empty string. Values are normally not associated with every node, only with leaves and some inner nodes that correspond to keys of interest.” This is a very scalable, performing structure. Though, as usual, something ‘fast’ comes at a cost of ‘size’; fortunately RAM is more plentiful today so I can live with that. I won’t bore you with the detailed algorithmic performance here - Google can do a better job of such. So, here’s C# implementation of all this.     Hi All, I have four images on a page that on hover, needs to replace the main text with relevant text pertaining to that image. It's working but buggy. If I roll over slowly and roll off slowly, I get the desired effect. When I rollover quickly both div's content show.   • Liquid Layout: 100% max-width img not applied - why?

    I'm totally new to this liquid layout stuff. I've notice, as most of us, that while most of my layout components "liquify", images, unfortunately, don't. So I'm trying to use the max-width: 100% on images as suggested on several places. However, and despite the definition of max-width and min-height of the img container, the img don't scale. Sample code: CSS img { max-width: 100%; } article { float: left; margin: 30px 1%; max-width: 31%; min-height: 350px; } HTML <article> <header> <h2>some header</h2> </header> <img src="/images/thumb1.jpg" alt="thumb"> <p>Vestibulum ante ipsum primis in faucibus orci luctus et ultrices posuere cubilia Curae; Proin vel ante a orci tempus eleifend.</p> </article> Please have a look on the following link: http://tinyurl.com/d849f8x If you see it on a wide resolution, you will notice that the "kid image", for example, don't scale. Any clue about what could the issue be, why does that image not scale? Test case: Browsers: Firefox 15.0 / Chrome 21.0 IOS: MAC OS X Lion - 10.7.3 Resolution: 1920x1200 What I get: I get an image that doesn't scale until the end of it's container. The img width won't fit the article element that contains it. What I do expect: I expect the image to enlarge, until it reaches the end it's container. Visually, I'm expecting the image to be as wide as the paragraph immediately below, in a way that, the right side of the image stays vertically aligned with the right side of the paragraph below.

  • jQuery - Opening links within tabs

    Hi all, At present I have some jQuery tabs and these tabs contain links. Unfortunately on following one of the links, the new page opens as if you were following any normal link i.e. not within the tab which is want I would want to happen.   • Fix a box 250px from top of content with wrapping content

    I'm having trouble left aligning a related links div inside a block of text, exactly 250 pixels from the top of a content area, while retaining word wrapping. I attempted to do this with absolute positioning, but the text in the content area doesn't wrap around the content. I would just fix the related links div in the content, however, this will display on an article page, so I would like for it to be done without placing it in a specific location in the content.     I am currently programming a Visual C# service to receive emails from various sources then I take certain info and organize it in a database using Regex to retrieve the deferent cell values (such as header, body, problem, cost, etc.etc.). My problem is that I am currently using a Hotmail account to email the service which the service then extracts data and writes it to a csv file; however this is all going fine an dandy except for the fact that the text is formated so when there is a "\n" or something of the sort, the program decides to not input the data that follows that into the cell.
