Banner Ad Development
Career questions are potentially off-topic, but I've come across job postings wanting Banner Ad Developers. I'm not sure if they're development, design, or a niche particular to actionscript designers.

First, What programming knowledge is required for Banner Ads (IDE, languages, Frameworks etc)?
Second, is this a niche for designers or developers?
How differently do designers and developers see their skills in JavaScript?
